The election of the president
The provisions relating to the election of the President of the assembly are set out in the organic law governing the assembly and its internal regulations. The President is elected by the elected assembly, for the duration of the term of its members, by single-member secret ballot with an absolute majority of votes cast.
The powers of the president
The President represents the institution in all circumstances. In contentious matters, he acts on behalf of the assembly. He is the authorizing officer for the assembly's budget, responsible for ordering the execution of revenues and expenditures from the institution's budget. The President's powers may be delegated to a quaestor, that is, a member of the bureau responsible for administrative and financial matters. The President is responsible for managing the institution's assets and those allocated to him. He appoints all the staff of the assembly's services. The President may delegate his signature to the heads of the assembly's administrative services and to members of his cabinet. The President also manages the functioning of the deliberative assembly and,
presides over the internal bodies of the assembly: the assembly bureau and the conference of presidents ;
directs the institution's work related to the production of institutional standards ;
prepares the preliminary draft of the assembly's initial budget with the quaestors ;
ensures order during the institution's sessions ;
informs representatives of judicial decisions affecting the actions of the institutions of French Polynesia.
He has police powers within the Assembly building. If necessary, he can call upon the police.
The powers of the President of the Assembly with respect to other institutions of French Polynesia
The President receives documents relating to the formation of the government and those relating to the termination of ministerial appointments. He may consult the Economic, Social and Cultural Council regarding proposed legislation of an economic and social nature. He may also consult the panel of experts on land matters.
The President status
The President of the Assembly is a representative of the Assembly of French Polynesia. As a representative, he receives a monthly allowance capped at index 707 of the French Polynesian civil service. As President of the Assembly, he receives allowances for representation expenses. He benefits from a social security system, but in the event of accidents occurring in the performance of his duties, the Speaker receives special protection organized by the local government.
President’s Biography
Born on July 22, 1956, in Papeete.
With a formal background in finance and budgeting, he served as Deputy Secretary General, and later Secretary General, of the municipality of Faa’a, starting in January 1989 and January 1993, respectively. He joined the Tavini Huiraatira party in January 1986, becoming its Deputy Secretary General in January 1990, and has served as the party’s Vice-President since July 2008.
During the 1996–2001 term of the Territorial Assembly, following the dismissal of Alexandre Léontieff on November 12, 1999, Antony Géros—the next candidate on the list—was proclaimed Territorial Councilor. He was subsequently elected in 2001 and re-elected in every territorial election on the Tavini Huiraatira list up to the most recent 2023 elections (totaling six terms).
Legislative and Executive Career
Throughout his successive elective terms at the Assembly of French Polynesia, he was elected Speaker (President) of the institution on June 3, 2004, during the political shift known as the Taui.
The political turbulence of the post-Taui period saw him lose the presidency in November 2004, only to regain it from April 2005 to April 2006 following yet another shift in the political majority. During his tenure, the project for the new administrative building was prepared; it was inaugurated on August 20, 2009, under the name Tetuna’e.
A loyal lieutenant to the pro-independence leader Oscar Manutahi Temaru, and highly experienced in budget and finance—which remain his preferred fields—Antony Géros also held high-ranking positions within the local executive. He served as Vice-President of French Polynesia from 2007 to 2008, in 2009, and again from 2011 to 2013.
Local Governance and Current Mandate
At the municipal level, he has been a member of the Paea municipal council since 2008. After several attempts, he was elected Mayor of Paea in July 2020, leading the union list "Na Manu Ura E Rua, te Hono i te Tumu Nui." Backed by this mandate, he was elected President of the Higher Council of the Civil Service in August 2020.
Following the April 2023 territorial elections—which marked a historic victory for the Tavini Huiraatira party and returned it to power for the first time since May 2013—Antony Géros was elected for the third time in his career to the high office of President of the Assembly of French Polynesia.
